Sr. Grant and Financial Management Officer

Metro seeks a Senior Grant and Financial Management Officer to assist with the management of a grant portfolio currently at over $4B. The position will assist with identification, application, management, reporting, and closeout of both formula and competitive grants for capital needs and operating assistance from the US Department of Transportation/Federal Transit Administration, the Department of Homeland Security/Federal Emergency Management Agency, and other US Federal agencies.
The position is in the Office of Capital Financial Management (OCFM), part of the Strategy, Planning and Program Management (SPPM) organization. SPPM builds and oversees Metro’s prioritized capital program, ensuring it advances agency priorities and invests federal, jurisdictional and dedicated funding wisely, and is the lead organization responsible for business transformation, planning, sustainability, capital programming, capital budgeting and funds and grants management for both the capital and operating budgets, and capital reporting.

The incumbent will work in conjunction with a Senior Manager on a team to manage all aspects of the grant management process. The incumbent will assist with the strategic sourcing and planning of grants to support Metro 6 year Capital Program Plan. The incumbent is expected to monitor grant resources and identify needs and opportunities for revisions and reallocation of funding. The incumbent is expected to be a superiorly effective communicator both orally and in written correspondence with major contributors from within Metro, external to Metro, and from the US Government who affect and influence Metro’s grant management program. The incumbent is expected to provide project management oversight of federally assisted projects to ensure pre-award and post-award compliance and reporting associated with federal awards. This will require familiarity with federal environmental compliance, procurement requirements, and an understanding of the implementation and financial management of capital projects or a similar type of program.
Alternative work scheduling and telecommuting of up to 2 to 3 days a week are available for responsible employees in good standing. When not telecommuting, the position will report to Metro’s Jackson Graham Building at 600 5th Street, NW, Washington, DC 20001 with a move planned to the Metro Virginia Office Building at 2395 Mill Rd, Alexandria, VA 22314 in mid 2023. Alternative work scheduling and telecommuting are planned to be available for responsible employees in good standing after the move. Both building locations are located close to Metro stations.

MINIMUM QUALIFICATIONS
Education
  • Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field.
Experience
  • A minimum of eight (8) years of comprehensive experience in financial management, economic and/or revenue forecasting, budget, financial analysis or public administration.
Certification/Licensure
  • N/A
Preferred
  • Master’s Degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field.

SUMMARY
The Senior Grant and Financial Management Officer supports the management of Metro's funding and grant financial plans that inform the development and management of the annual budget and multi-year plans for capital and operating programs. The incumbent also manages assigned grant activities and reports financial and budgetary information to senior management. The incumbent coordinates with funding agencies for grant compliance and required approvals; coordinates assigned activities with other divisions and departments; provides Senior staff with interpretations of complex legislation, grant requirements, and recommended funding approaches.
The Incumbent originates, coordinates, and implements funding and grants policies and procedures and has latitude for independent judgment and action.
ESSENTIAL FUNCTIONS
  • Conducts financial analysis on impacts of legislation and WMATA budget; carries out the financial calculation and scenarios related to the annual apportionment of funding through the FTA. Serves as the second-level reviewer and interprets federal
  • Facilitates the development of formula grant applications; drafts/edits competitive grant applications and supporting documentation.
  • Reviews and assess the requirements and applicability of Notices of Funding Opportunities correctly; interprets the required elements; makes justified recommendations to leadership for funding; and understands the relationship to WMATA capital investment program.
  • Conducts financial analysis and budget planning development and execution; prepares financial status reporting to Senior Leadership of Funds and Grants statuses and develop draft presentations for Senior Staff, involving business Intelligence data.
  • Provides guidance on the eligibility of project scope and expenditures, in support of grant funding reimbursements, to project funding personnel working in partnership with the Capital Budget Office and the Office of Budget Management Services.
  • Prepares audit responses to internal and external stakeholders of financial and programmatic audits. Ensures compliance with federal funding and operational procedures, FTA Triennial Review, Single Financial Audits, and other compliance reviews/audits carried out by the MARC or OIG Departments.
  • Supports and makes recommendations to senior staff, on matters regarding the oversight and processing of environmental and planning requirements, in support of federally funded capital investments, to ensure Federal prerequisites are satisfied pertaining to current and future projects funded with Federal assistance or other funding sources.
  • Serves as subject matter expert in grant/award management and administration, including but not limited to Uniform Requirements OMB 2 CFR 200, the Federal Transit Administration (FTA) Circulars, Department of Homeland Security Programmatic requirements, Federal Acquisition Regulations, and other requirements.
