Quality Review (QR) Unit Supervisor

Position Summary:   The Quality Review (QR) Unit Supervisor is responsible for managing and overseeing the implementing of the child welfare case review program and associated processes. The Supervisor leads and supports staff in developing, implementing, and maintaining case review tools, trainings, and databases.

In partnership with other stakeholders, the Supervisor identifies key areas on which to focus child welfare continuous quality improvement activities to improve performance, achieve better outcomes for children and families, and meet agency goals.

This position requires extensive communication and collaboration with management and staff across the department, with other state agencies, with local counties, and with contractual partners - to support the department’s child welfare goals and initiatives.

The individual in this position will also be asked to consult with program areas throughout the department on the development of non-child welfare case review tools – in an effort to share expertise and promote alignment and best practices across DCF programs.

Minimally qualified applicants will have:
  • Experience working in child welfare (Access, Initial Assessment, Ongoing case management and adoption, etc.)
  • Experience analyzing, developing and/or maintaining policies and/or procedures
  • Experience interpreting, writing, and/or presenting data (depicting analytical data in visual formats, research reports, etc.)
  • Experience in continuous improvement efforts (Quality Improvement principles, DAPIM, Lean, Six Sigma, etc.)

Well-qualified applicants will have:
  • Experience working with and/or conducting analysis using DCF data systems and/or programs serving WI families (eWiSACWIS, KIDS, Cares, etc.)
  • Experience working with the Child and Family State Federal Review (CFSR) regulations, policies, programs and goals
  • Experience with supervisory and management techniques and practices (including leading and/or directing staff, evaluating performance, hiring, etc.)
